From what I know, General training doesn't improve foreground form at all. What it does is speed up the transition to background form if it's higher than foreground form, and slows down the transition if it's lower. That is, if a player is in excellent form, and his BG form is weak, he'll drop in form slower than usual. If his FG form is weak, and BG form is excellent, he'll rise faster. If this wasn't the case, then we'd be seeing hordes of newbie clubs who "train" General and field inadequate players in solid/excellent form throughout the season, but we don't.
