KDB Head Slams Daewoo Motor Sale Talks

President Jung Keun-young of the state-run Korea Development Bank said Wednesday that the ongoing negotiations to sell off Daewoo Motor have not been based on business ideals but politics.,

Jung told reporters that a "business-minded" handling of the sales would solve every concerned issue,, adding that under an economic approach creditors would sell the marketable assets to General Motors at reasonable prices,, while excluding those assets that which would not receive a reasonable prices.

Jung explained that the real estate value of Daewoo Motor's Pupyeong plant is estimated at W2 trillion,, which could easily balloon when if use of the land was changed.

Jung,, however,, said that the problem of the Pupyeong plant is that it contains production facilities that do not generate any profits as well as militant workers who have been voicing their opposition to the sale.

Jung also remarked that Daewoo's component suppliers and workers have been suggesting that Daewoo Motor had better be handed over to GM for free. Jung countered the claim by asking that if it was okay to simply write off the massive losses at creditor banks which are supported by taxpayers.

Jung said that there was no set schedule to complete the negotiations and added that his bank has counter-measures ready in case the negotiations break down.

The government announced a plan to foster venture businesses which included a W1 trillion fund,, but all it contained were objectives and figures. Other parties are preparing to announce their policies for this around the general election,, but it is unlikely that they will be much different. If the plans for venture businesses are all like the government's,, then only those people who wander around government offices will get money and the only business to flourish will be entertainment places sited by administrative buildings.

Internet companies,, venture businesses and SOHOs are not ones that can be nurtured by government,, they are free from interference by officials and so all the administration should do is not hamper them. They are alienated from established financial organizations and cannot make contracts with big businesses or the government. The established economic powers always look into past records or contracts and are scared of foreign faces. New emerging entrepeneurs therefore had to wander around outside this.

The new businesses had to go to the KOSDAQ and established businessmen tried to look down on the young entrepeneurs who raised big money on this market, from angels and overseas funds. This is a completely different way of funding compared to established businessmen and chaebol owners who when in need of money went to bank owners,, politicians and government officials. So in the Korean economy there are new emerging businessmen who are not linked to the vicious circle of collusion that brought the country to its knees two years ago.

In the US and Japan the boom centered around the internet is interpreted as a generational revolution without ideology. This means for the first time in the economic history of mankind,, the younger generation have led an economic coup. In addition it has been a borderless revolution that shows success or failure in a relatively short time.

If the government and politicians really wanted to help internet and venture businesses or SOHOs then they should share the privileges that had been enjoyed by chaebol, financial institutions and economic bureaucrats. For instance,, the money market needs to be opened so that emerging companies can acquire cheap loans easily. It may be necessary to open another stock market or invite the NASDAQ to Korea. Newly emerging businesses can only grow when there is an excellently run stock market.

Also,, the privileges enjoyed by chaebol and big companies must be shared. The government should change legislation so that e-commerce companies can win government contracts. If the government sticks to its outdated behavior of only giving contracts to businesses with previous track records,, then e-commerce will not survive.

To raise venture capital companies government officials must change their practices. I have witnessed young entrepeneurs criticize the government and its officials regarding regulations,, as Korea's services are not up to the standard of the US where a company can register by using the internet. Allowing registration through the internet would mean laying off officials, but the governemnt appears t6o lack the determination to make the sacrifice.

[Editorial] Human Rights for Foreign Labor

How bad things would have to be for foreign laborers to have to take to the streets. The stated theme of a demonstration by foreign labor Sunday at Seoul's Pagoda Park was to demand the abolishment of the "labor training system" under which they are currently employed and the implementation of system that would allow their full,, formal employment, but it must be recognized that their underlying claims are for an abolishment of all forms of discrimination, the guaranteeing of basic rights, and a stop to human rights abuses. With this recognition we must examine ourselves in regards to the shameful treatment they've been given here, and work towards the establishing standards for treatment that are consistent with international agreements.

Stop and look at the problems of foreign workers from their perspective. If our families and relatives were off working in foreign lands only to be denied wages and have their human rights trampled on,, we would not sit quietly. And so if a considerable number of foreigners working in Korea are being treated as less than human,, then the indeed we do have a problem. People say they're angry at how some foreigners show contempt for Koreans,, but there is not even the least of any sense of shame when foreigners who've come here to work are then looked down upon and mistreated. Of course we're going to be the object of international criticism. So what if within traditional East Asia we've been called the "country of courteous people in the East." We're earning a reputation of being a country that is strong before the weak, and weak before the strong.

At the end of 1993 the government implemented a "foreign labor trainee system" designed to help make legal again the increasing number of foreign workers here illegally. The problem was that this plan only affected the "3D" jobs avoided by Koreans for being "dirty, dangerous,, and difficult." This foreign labor "training" served only as an economic means,, a way to import labor, and working conditions and human rights conditions have only worsened. Numerous civic groups have worked to assist foreign workers,, and yet their basic rights continue to be ignored because our society is completely infected with a chronic evil known as contempt for foreign laborers. When foreign laborers cry in awkward Korean "Please don't hit us,!" because they've been subject to inhuman exploitation, confinement, and assault, they're thinking us no less than beasts, and this is as shameful as it can get. There seems no end to it,, as recently some Russian dancers had their passports taken from them and incidents where laborers have been found to been exploited continue to become more frequent.

The government is pursuing the passing of a system by which foreign laborers could be hired as regular employees to better protect their human rights,, but this should be preceded by a campaign to correct the "consciousness gone astray" that allows people to look down upon foreign labor and treat them without respect. They are just as deserving of improved working conditions as they are of human treatment. Korea must become a country where these people can work legally and with peace of mind. Things have gone too far when elementary students in Seongnam have to apologize to these foreigners for the wrongs of their elders and pass along a donation to their cause. If we continue to want to be treated properly in the global era while treating others without respect,, we Koreans will find it difficult to avoid reprisals in the international community.

Korea's Shin Wins Women's British Open

Korea's Shin Ji-yai,, winner of the Women's British Open Golf championships,, kisses the trophy after the presentation ceremony at Sunningdale,, England on Sunday. /AP 20 year-old Korean golfer Shin Ji-yai won her first major title at the Women's British Open at Berkshire's Sunningdale Golf Club this past weekend.

Shin,, who already has 12 wins under her belt on the Korean LPGA Tour over the past two years,, won this tournament with a 6-under par 66 in her final round for a total of 18-under par 270,, winning the prize of US$314,,000.

She won by three strokes over last year's LPGA Championship winner Yani Tseng of Taiwan who finished second with a 15-under 273.

Shin was one shot behind Japan's Yuri Fudoh at the start of the final round but caught up with birdies on the first and fifth holes and then took the lead with another birdie on the ninth hole. Fudoh finished in a tie for third with Korea's Ji Eun-hee.

Shin continued to play a steady round going three clear of her rivals after sinking a birdie putt on the 13th. ��I had a good feeling,, so I played comfortably,, but when it went in,, I was thrilled,,�� she said.

Although this is Shin's first major title, she has won numerous titles in Korea,, emerging as one of the top players in her homeland.

The British Open victory grants her automatic membership to the LPGA Tour and makes her the third Korean golfer to secure the British Women's Open title after Pak Se-ri in 2001 and Jang Jeong in 2005.

Kim Kyu-heun A Devotion to Traditional Korean Sweets

The museum is only part of Kim's efforts to globalize traditional Korean confectionary. He has been traveling around 40 countries to study sweets there, and in October last year gave a lecture on Korean sweets in Paris,, at the invitation of the Korean Culture Center in France. Attendants from Le Cordon Bleu cooking school had high praise for them, saying they are so healthy they're practically medicine. "Many people praised the colors,, and they were surprised to hear that the ingredients are cereals,, and all the pretty colors are made from plants,," Kim said. "Some even asked me whether I could teach a class."

In preparing for the globalization of Korean sweets,, Kim admits he didn't give much thought to Europe. "But having seen the response from Europeans,, I'm confident now,," he says. Patience is the key. "It can't be achieved in a single step. But if you throw a stone into the river,, the waves gradually become larger. These small efforts will eventually produce a big result," he adds. And although he is already at the top in his field, he spares no effort to improve himself,, such is his dedication to the craft.

Hangaone,, the first museum dedicated to traditional Korean confectionaries or "Hangwa" opened in Pocheon,, Gyeonggi Province in April last year. Director Kim Kyu-heun, one of only two Hangwa masters in Korea,, invested three years of preparation and W3 billion from his own pocket into the museum (US$1=W1,395).

"To hand down the Korean confectionary tradition and promote it around the world, we need to focus on the next generation. Children should be more exposed to traditional confectionaries so they become familiar with the flavors, so we need a space where they can learn about and experience them. That's why I opened this museum," Kim said.

Chinese Subsidies Hurt Samsung Electronics

Samsung Electronics fell to ninth place in the Chinese LCD TV market in the first quarter this year. The world's No.1 TV maker ranked top in terms of sales in the first half of last year,, but sales and units sold have plummeted since November last year amid the global economic downturn.

According to market research firm Display Search on Sunday, Hisense, a local TV maker,, took first place in terms of both units sold and sales, selling 940,,000 units worth US$592.36 million in the Chinese LCD TV market in the first quarter this year, followed by Skyworth,, TCL and Konka, all Chinese manufacturers. Foreign TV makers ranked low,, with Japanese Sharp and Sony at fifth and seventh respectively and LG Electronics at eighth.

Samsung Electronics' drop in sales is largely attributable to Chinese firms lowering their product prices. With the Chinese government's subsidy program for domestic home appliances, the country's farmers are provided subsidies equal to 13 percent of the price of designated home appliances. Chinese TV makers have been offering cheap prices for small- or medium-sized LCD TVs since early this year, with a 32-inch TV selling for less than 2,,000 yuan. Thanks to the program,, the Chinese market expanded to 4.96 million units in the first quarter,, more than a two-fold increase from the same quarter last year.

An executive with Samsung Electronics said,, "If we lower our prices to compete with local firms,, more sales would lead to more losses. For the time being, we will have to focus on premium products that are 40-inch or over." Due to this strategy,, Samsung Electronics' sales have halved from a year earlier,, while Japanese competitor Sharp posted a 55 percent growth over the same period.

A Wave of Impeachment-Related Rallies Sweeps the Nation

A candlelit rally held in Gwanghwamun touched off a wave of similar gatherings across the nation in the wake of the nation's first-ever impeachment motion was passed by the National Assembly.,

About 500 civic groups,, including the People��s Solidarity for Participatory Democracy, Green Korea United, and the Korean Confederation of Trade Unions formed a "Pan-national movement to expose political wrongdoings and to nullify the impeachment bill." They announced that they would hold gatherings in the streets of Gwanghwamun at 7:00 p.m. every day for a candlelit protest until the impeachment bill is revoked.
