I think I made good templates for elections as following:
{{vote-text World Cup XIV}}
{{table-begin}}
{{vote-header}}
{{vote|1|(username)|(number of votes)}}
{{vote|2|(username)|(number of votes)}}
...
{{vote|n|(username)|(number of votes)|{{check}}}}
{{table-end}}<noinclude>
[[Category: ... Elections]]

where the first line is show the country elections, date and time of deadline. It is the same for every country so having 1 template is good. The name will automatically change for each page. If there is another election in the same term, we can use vote-text template with name, date, and time are arguments. The check template will have check mark for "declined". Some examples are here: Vietnamese elections for World Cup XIV and Vietnamese elections for World Cup XIII bis
