These are the people that translated the vast amount of text on the HT-sites into your own language. Each language has its own Language Administrator(s). They are recognizable by the prefix LA. Sometimes a Mod or GM can have Language Administration rights. In that case they maintain their Mod or GM prefix.
Note that this is done on a voluntary basis by truly dedicated users. The HT-community owes them many thanks.
