Spokespersons are the club's ambassadors. They improve the fans' and the sponsors' mood toward the club, thereby resulting in an increase in supporter club size and sponsor income. If your team is performing very poorly, the spokespersons can only help you reduce the decreases in supporter club size and sponsor income.
If you have more than 10 spokespersons, it can cause a severe drop in the sponsor mood.
