Chip is a currency that users can play in Casino. Users can buy chips at Cashier. You must use chips to play at casino. You can't sell or trade chips, convert them back to coins, or even tip dealers. You do not win chips at Casino either, except when you have draws. In those cases, your chips will be refunded back.
