A Policy Debate is a debate held on a particular Hattrick Wiki policy to establish a final version of the policy. Policy debates generally occur on the talk page of the policy. At the conclusion of a policy debate, a vote is held. The policy must pass the vote with an 80% majority among established users to be enacted as policy. If the vote concludes with a majority in favor but not an 80% majority, the policy will be labeled as a guideline. If the vote concludes with the majority against the policy, the policy is rejected. The purpose of a policy debate is to tweak proposed policy and vote on that policy. Any registered user with at least 50 edits may vote on the policy. Registered users with less than 50 edits and unregistered users may participate in the debate, but their votes will not be counted in the final tally. Policy debates must be archived on the talk page of the policy along with the policy in its entirety at the start of the vote. Once a policy has undergone debate and a vote, it may not undergo a second policy debate unless significant changes are made to the policy.
