Besides belonging to a country, all Hattrick clubs belong to a region as well. This does not affect your placement in a series; the only thing it changes is the weather for home games. Each region has its own weather system.
The main purpose of regions is to promote a sense of "belonging," thus building a regional community. For larger countries especially, having your own home region supposedly improves your HT-experience. In actual testing, the change is minimal.
Each region also has its own conference.
