Prince Roy Cup IV was the fourth edition of the Prince Roy Cup, a friendly competition in the Sealand federation for teams that were not able to compete in the Sealand Cup. The tournament was held in (Dutch) season 61, with the final being played at Arnold Swelsen Stadion on 16 October 2019. De Snelle Jelles defeated title holders RKTVV in a Brabantian derby with 3–0 to win their first Prince Roy Cup.
Participating teams
Five teams were not able to compete in Sealand Cup XLIII because they were still active in a cup competition. Furthermore, Prince Roy Cup title holders RKTVV passed on the opportunity to compete in the Sealand Cup and entered the Prince Roy Cup only. Since Azzato's Mighty Heroes was still active in a cup competition after the first round of the Prince Roy Cup, they were replaced by FC Atse, who entered the Sealand Cup, but did not qualify for the quarter-finals. This made FC Atse the second team to participate in both Sealand Cup and Prince Roy Cup in the same season.
RKTVV had taken part in all previous editions of the Prince Roy Cup, while De Snelle Jelles had participated in two of the three previous editions. FC Jaapo (who had participated in all previous editions) was able to compete in the Sealand Cup this season, reaching the final of that competition.
Note that the final of Prince Roy Cup II was not yet played at the time of Prince Roy Cup IV, so the best result of RKTVV (either two or three championships) was not determined at the time of the draw.

Seeding
The draw for the group stage was held in Heeze on 18 September 2019.
Teams were seeded into two pots based on their result in Prince Roy Cup III and their Sealand-Coefficient. This was determined by results in all previous Sealand Cups.

- FB Athletic and Azzato's Mighty Heroes were drawn into different groups, since both teams were still active in a cup competition at 25 September.
- FC Atse took the place of Azzato's Mighty Heroes when Azzato's Mighty Heroes was still active in their cup competition at 2 October.
Group Stage
The Group Stage of the fourth Prince Roy Cup ran from 25 September to 2 October 2019.
Format
The teams in each group played each other in a single round-robin format, playing the other teams in the group once (one match at home and one match away). Each team earned 3 points for a win in regular time, 2 points for a win after extra time or after a penalty shoot-out, 1 point for a loss after extra time or after a penalty shoot-out and 0 points for a loss in regular time. For goal difference purposes, winning after extra time or after a penalty shoot-out counted as a single golden goal. This point system is comparable to the system used by the (real-life) IIHF for international ice hockey matches.
Because of the odd number of teams in each group, all teams had one bye week in the group stage. The schedule was fixed to guarantee that the last group match would matter for first place in the group. Because of this, the winners of the first week would automatically receive their bye during the second week. The teams that were still active in a cup competition at 20 February had their bye during the first week.
The group winners qualified for the final, the runners-up played for bronze and the third-placed teams competed for fifth place. If two teams were level on points, the winner of the head-to-head match would have been ranked higher.
Since two teams were still active in a cup competition at the time of the draw, the format of the Prince Roy Cup was not completely final until a week later:
- If both teams lost their cup match, the Prince Roy Cup would continue as scheduled.
- If both teams won their cup match, the drawn groups would have been merged together into one single group of four teams, with the top-two teams contesting the final.
- If one team won their cup match and one team lost (which was the case), the place of the winning team would have taken by a team eliminated from the Sealand Cup that had advanced the furthest in cup competitions (this was FC Atse, as FC Kneuzenparade qualified for the quarterfinals of the Sealand Cup).

Finals Stage
The next stage of the tournament was the Finals Stage. All teams qualified for this stage, with the match they qualified for depending on the position that they finished the group stage in.
Draw
The teams were seeded first to sixth, based on their result in the group stage. The highest-seeded team would play the second-highest-seeded team in the final, the third- and fourth-highest seeded teams would play each other in the small final and the fifth- and sixth-highest seeded teams would play in the fifth place match.
The matches were played at a neutral venue. Arnold Swelsen Stadion, the home stadium of Limburgia FC (the third-placed team of Prince Roy Cup I and also located in North Brabant), was selected as host of the final.
