Why Catalunya is not a Hattrick country?

Hattrick has a policy of accepting only FIFA members as Hattrick countries. There is notably one exception to this with Oceania, but its constituent territories are themselves FIFA members. Despite this many users in Catalunya have usernames starting with CAT- to support catalonian independence.
