A football association may be eligible to apply for membership of NFA if it, or the entity (ethnic and/or linguistic minority, indigenous group, cultural organization, territory) it represents, is not a member of HFA and satisfies one or more of the following criteria:

The Non-Official Football Association (NFA) is the international governing body for hattrick football teams that are not affiliated with HFA. The organization was created as a joyfull league of nations, dependencies, unrecognized states, minorities, stateless peoples, regions and micronations claiming their own spot in the game and/or HFA recognition.

The Non-Official Football Association (NFA) is a mystic organisation located somewhere in the non-Hattrick world, The organization was created as a joyfull league of territoties claiming their own spot in the game and/or HFA recognition. It was made up for teams for who application for HFA membership was denied.

The NFA organised the first NFA U-20 World Cup in 2007. After that, it all changed: the national U-20 teams of Savoy, Somaliland and Afghanistan became bot teams, Catalunya's application for HFA membership was denied in 2009, and Cuba and Qatar obtained their official leagues in 2011. The NFA transformed gradually in a secret group operating in the shadows as an alternatif of the HFA.
