===Seeding===
The draw for the group stage was held in Heeze on 10 March 2021.
Teams were seeded based on their Sealand-Coefficient, which was solely determined by results in all previous Sealand Cups, with results losing a quarter of their value each season. The teams were divided in two pots; the top-quarter (seeded teams) in Pot I and the remaining teams (unseeded) in Pot II.
Teams from the same region could not be drawn against each other. Fort Roughs Cup holder Kennemerland 6 could not be seeded lower than seventeenth (their final position in the previous season).

Note ★: KHO Peizegem-Merchtem did not confirm their participation until after the draw, so only 35 teams were entered into the draw originally. This resulted in one group that contained just three teams. KHO Peizegem-Merchtem was automatically placed into that group when they joined the competition. Their possible participation was already taken into account during the draw; it was not possible for the three-team-group (which turned out to be the Blue Group) to contain any other foreign team. They are therefore included in these seedings.

Sealand Cup XLVIII was the forty-eighth edition of the Sealand Cup, the friendly competition of the Sealand federation and was held in (Dutch) season 66. The final was held at KNGF Homeground on 2 May 2021, where Royal Sun And Evil FC defeated FC Jaapo 4–1 to win their first Sealand Cup. It was the first ever Sealand Cup final without a Dutch team, the first time since Sealand Cup XXII (26 seasons ago) that a Belgian team won the trophy and the third consecutive time that FC Jaapo lost the final. Title holders Azzato's Mighty Heroes did not participate.

Participating teams

Thirty-six teams participated in Sealand Cup XLVII, including nine previous champions. MK Donssnor and Theseus1 made their début. Two teams (Ad Maiorem Mei Gloriam and Angels United) were still active in a national cup tournament at the time of the draw and could not participate (the Prince Roy Cup did not go ahead, as there were only two eligible teams). Title holders Azzato's Mighty Heroes did not enter, as they wished to focus on their participation in the Dutch Consolation Cup (which they eventually won).
